The place of your wind turbine is very important
It must be out of high obstacles like big trees, building or mountains.
The rule is that the ends of the blades must be located 10 meters above any obstacle or 100 meters ground distance of obstacles.
In these conditions, it obtains a "laminar" wind in the rotor. So most of the time your mat must measures at least twelve meters high, 15 or 18 being most common.
Even if no law prohibits it in Madagascar, it is safer not to install wind turbine in town. If this happens, ask a security perimeter at least the length of the mat plus the length of the blades. This area is also called fall perimeter.
